A descriptive analysis of the challenges of implementing new animal welfare practices on swine farms in the state of São Paulo

Abstract

With the publication of Normative Instruction No. 113 (IN 113) on December 16, 2020, animal welfare in pig production has transitioned from an ideal concept to a concrete obligation. This reflects a response to market demands, including increasingly conscious and demanding consumers, as well as export requirements that emphasize, among other factors, the quality of life of the animals. The implementation of IN 113’s guidelines, which broadly cover pig management and farming practices, has been a gradual process. However, it does not take into account a key factor for this transition: direct and clear communication with pig farmers. Thus, the present study aims to provide a descriptive analysis of the perception of pig farmers in the state of São Paulo regarding the implementation of IN 113 and the concepts it encompasses, particularly animal welfare. Surveys were conducted in eight farms in the state of São Paulo to diagnose the main challenges associated with implementing animal welfare measures, addressing both perceptions of the concept and the practical application of the regulation. The results indicate that it is crucial to promote the technical and objective dissemination of animal welfare concepts and their importance. At the same time, it is essential to share the changes required by Normative Instruction No. 113, primarily through official channels. Although the regulation establishes deadlines and guidelines, the absence of enforcement methods hinders its effective implementation. Additionally, financial feasibility emerges as a significant challenge for producers.
